Frances Marilyn Pepper's Obituary
Frances “Fran” M. Pepper, 93, of Roxana, passed away peacefully on Wednesday, June 10, 2026, surrounded by family.
She was born March 29, 1933, in San Francisco, CA, the youngest of 6 children.
Fran moved from Sacramento, California to Delaware in 1952, following meeting and marrying the love of her life, a Delaware serviceman stationed in the U.S. Air Force. She retired from the U.S. Postal Service, Selbyville. Fran was also a Life Member of the Roxana Fire Company Ladies Auxiliary serving in many capacities there.
Fran found joy in life’s simple pleasures. She enjoyed taking pictures for her family and friends at numerous events and sharing those with them. She took countless pictures of the beautiful sunsets from her home. She also had a great love for the several miniature schnauzers that they collected over the years. Above all, family was the heart of her world. She cherished every moment, and felt her greatest happiness when surrounded by those she loved.
In addition to her parents, Fran is preceded in death by her siblings as well as a son, David Pepper.
Fran is survived by her husband of almost 75 years, Gerald “Jerry” Wayne Pepper. She was the proud and loving mother of her children: her son, Richard Pepper and his wife Marybeth of Ashburn, VA and her daughter in-law, Carisa Daisey, of Millsboro, DE. She was the loving grandmother to three grandchildren, Carrie Williamson (Todd), Maralee Pepper (Angela Johnson), and Justin (Amelia) Pepper. She also cherished her three great- grandchildren, Gavin and Cora Williamson and David “Matteo” Pepper.
Fran gently touched the lives of everyone who had the honor of knowing her. She leaves behind a legacy of love, strength and compassion.
Any services will be for immediate family, as was her wish.
