After graduating High School in Bridgeville in 1934, she attended Goldey College in Wilmington and graduated in 1936. She returned to Bridgeville and worked as a secretary to the Bridgeville High School. On July 15, 1936, she married Wayne Bell of Claymont and worked in the Office of Price Administration, running the rationing board in Claymont until it consolidated with the Wilmington Office in 1944.
